Yes, basically you are correct. Half a side was drawn and mirrored to make up two sides. The other bits were then added. The bogie is only partly symmetrical as this underside view shows.

The wheels are done with cylinders and a 3 degree cone for the wheel tread. A single spoke is cut using a pair of cylinders that bracket the centre point. This spoke is trimmed and fused to the hub.
