Instead of pocketing the cylinder, you can pad it as usual (with external geometry). Easily reproducible and likely an OCCT related issue, but I would concur that this is fundamentally poor behavior and is likely related to OCCT's behavior regarding fillet/chamfer overlap/consumption of faces/edges. The first (0.01mm) fillet is to modify the edges of the next fillet. Nice workaround, such a tiny fillet won't even be visible. even catia changes! But stays ugly... Those toolbar icons look really dated. last time I used it their new UI looked better but was pretty buggy, good thing they had an option to use the older look. Nowadays I thing they ditched the entire thing and have a web service instead or something like that...
