can anyone give me step by step directions for a washer 25mm x 3 mm with a 10 mm hole?

Part Design > new Sketch. Make a circle constrained to the center point with a radius of 12.5 mm and then make a second circle constrained to the same center point with a radius of 5 mm. Pad to 3 mm. Done. ;)

Now if you want a split washer, that's a bit more detailed.

This involves sweeping a shape, in this case, a rectangle, 7.5 mm x 3 mm. The rectangle is then swept around a helix with Frenet enabled.
