Difference between Part Design and Part workbench

Have a silly question but what is the difference between the part design work bench and the part work bench? why are they not the same thing?

think of Part WB as being a powerful, simple, GUi to almost directly access OCE. In Part you can do anything unusual, complex etc.

PartDesign is purely for sketch based modelling, is to produce one single solid that is to be positioned with other single solids via the Assembly WB when it arrives. PartDesign is a thick layer on top of OCE.
