Interesting! When I delete my user.cfg and try this then everything works fine. So, it must be related to a user-defined setting somewhere.- Start FreeCAD --> Menue Edit --> Preference
- change language to German and Start Workbent to None
- Close FreeCAD
- Start FreeCAD
- Change to Arbeitsbereich OpenSCAD
--> They are all German!
Bug: German OpenSCAD.TS not used

As Ulrich wrote, when in OpenSCAD-Workbench while switching language, it works ...
Can you verify this behaviour ?
If not it must be some entry in the user.cfg

Re: Bug: German OpenSCAD.TS not used
So here are a few more tests.
I deleted every time the configuration files user.cfg and system.cfg first and than start FreeCAD.
As I have a German operating system, FreeCAD starts with German menus.
1.
start FreeCAD,
select Part-Workbench (German menu)
select Openscad-Workbench (English menu!)
select Draft-Workbench (German menu)
select Openscad-Workbench (German menu!)
2.
start FreeCAD
select Openscad-Workbench (German menus)
So it seems that some Workbenches are causing a wrong language at the Openscad-Workbench, if loaded after them.
These are:
Part-Workbench
Complete Workbench
Part-Design
Raytracing
Robot
Sketcher
Having not the effect are:
Arch
Draft-Workbench
Drawing-Workbench
FEM
Image
Inspection
Mesh
None
Path
Plot
Points
Reverse Engineering
Sandbox
Ship
Spreadsheet
Web
It seems that the core workbenches do something different when used first.
