I have noticed this too. The offline help disappeared in version 0.16 and is also not present in 0.17.

Thanks for the report.
For 0.16 this is a packaging bug with the installer. libmysql.dll is missing from the package.
For 0.17 the documentation folder is intentionally not included in the .7z to keep the download size down, it's not very big though so I could include it if there's interest.
There have been a couple of commits backported to the 0.16 release branch, so when I make updated solvers I will fix this.

Do we want to file a proper bug report for the sake of completeness? Is the forum post sufficient?

Just trying to learn how things get done in FreeCAD world.

Please create a ticket so I don't forget. For the 0.16 portion.
If one of the people who can assign bugs on the tracker sees this you can assign it to me.
