I have noticed this too. The offline help disappeared in version 0.16 and is also not present in 0.17.

For 0.16 this is a packaging bug with the installer. libmysql.dll is missing from the package.
For 0.17 the documentation folder is intentionally not included in the .7z to keep the download size down, it's not very big though so I could include it if there's interest.
There have been a couple of commits backported to the 0.16 release branch, so when I make updated solvers I will fix this.
