I would do the following:
- Import the picture and lower it a bit, so that it is positioned behind the working plane.
- Use Draft Workbench to redraw the outlines of the base e.g. by using Bezier curves
- dto. with the upper shape, raise it and make a Part->Loft between them.

(I don't think that Part Design->Draft can handle arcs?)

Edit: Far easier is using inkscape:
- Import the graphic,
- create a path from it
- simplify the path as far as possible
- Check if the paths are closed by colorig the inside
- import to freecad as geometry.

I checked a couple of things again: Draft works perfectly with (circular) arcs but not with bezier shapes. But Part->Extrude has a parameter Taper Angle which should do what you want.

Instead of beziers bsplines shoukd do the job.

the idea is to import the image, reduce noise (use edge detection or skeleton detection)
and then transform it to a draft wire and convert it to a draft bspline should work.

for today it's to late, so lets see .. UU
