Yes, it is correct. Dimension is determined by highest horizontal line, and equality constraint (18) - it tell that both ends of lowest line are in the same distance (in horizontal) from corresponding ends of highest line thus lowest line is the same lenght as highest one.

I could suggest also few things: - timeout on mouse click: its very annoying to me whe i want to select point click on them, but mouse catches some minimal movement, and FC then interprets it not as select, but as move. Maybe you could ignore mouse-movement if it last for time shorter then few hudre...

- if sketcher things is also to be included here: sketcher could assume sketch as fully constrained even if there are some not fully costrained elements but they are marked as contruction ones. eg i do not need define lenght of line used for symmetry. - boundary tool: something like pocket tool, but...

After doing some drawing i come to this idea: in PartDesing in Toolbox there is tool 'draw rectangle' - maybe change it to something more general ? I mean dropdown menu with predefined figures as macros ? I would see it as library - so each user could add their own choice of figures or by downloadin...

Unfortunately yes, i forgot about solid too. But your second advice (about auto-refine option) didn't quite work for me - as you can see in my file there are two holes in pad.
