How do I do to constraint the second hole in a part that is already placed? AFAIK you cannot because it will be over-constrained. Note that this assembly model was created with 0.18. We are at 0.20 now with many remarkable improvements.

In my experience, assembly fits are applied to individual models or drawing dimensions not the assembly. Perhaps this would be better implemented in the TechDraw workbench if at all.
