OK, simply downloading the 0.19 Beta RESOLVED the problem. I can now see and use annotation functions.

Totally agree with chrisb on 0.19. Could you just for my curiosity switch to Techdraw Workbench and right click on toolbar and see if they are checked. There have been many changes made to TechDraw, in fact it is one of the workbenches with the most changes; fixes as well as new stuff. It sounds as if you have the grid enabled with a rather big grid size. Thank you, that basically resolved the consequences of this issue.
