I can't offer an explanation of why it happens, but in Tools > Save Picture click the "Extended" button and try saving the image with a white background.

Two more options below. I left the floating piece out but a Sketch is included in each file so you can choose how to connect it:

Looking at your file, and at your image, there's a piece between the stylized O and the last L that needs to be connected to the remainder...

I don't have a problem saving the file either. Running the macro ForceRecompute does alter the model (I'm guessing that changing topological naming and Links To External Geometry are coming back to bite you): 20190413a.png and also shows that there is an error in Sketch004. Constraint 26 is Redundan...

That would probably be ok for doing a post or two, but I don't think 3D printed letters would last very long if he is creating a city's worth of concrete posts.

My plan is to recreate the letters, cast them in aluminum, and create a mold to cast new posts. The letters will need to be mounted in a way that makes it possible to arrange them on all 4 faces of the post. In that case you might want to consider casting an aluminum backing plate on all the letter...
