Changing the Chamfer to 3 mm so that it consumes the whole portion of the horizontal face crashes FreeCAD here too. However, it seems that this forum hasn't implemented that capability. Many forums allow you to select part of the post, and quote only that part quickly. This forum only has a "quote all" button. The user needs to manually edit the quote to select only relevant parts, which is "hard work" for most ...

Look at the endpoint of the major axis of the left ellipse. It does move slightly when applying the tangency. I don't see the movement either... The Fillet often (usually?) fails in those non-tangent situations, so I'll answer "yes" - and no exceptions come to mind.
