But modify the axis and rotation of the sketch is not intuitive, is there a reason why need to do that?

There is already 3389 on the tracker concerning the Draft Path Array tool, I wonder if it's related to your current issue? I tested Draft Array on Draft Arc and Sketch Arc, the align seems works. But not on custom Sketch path. Edit: Although align on arc seems works. but the orientation looks weird...

I found sometime the ShapeBinder not align to the sketch. It is my usage issue?

In my example above I have repositioned the sketch as well. I have realized that this was overkill. You can leave the Path where it was in your model and you have to place only the Pad in the center.
