It seems ncp is the "g code" version from Isel.
If someone writes an post processor for FreeCAD, you could also create ncp files. But currently there is no PP available.

Because LinuxCNC doesn't run on Windows. LinuxCNC is a Linux Distribution aka an entire operating system.
And according to the website, it uses isyCAM 2.8 as control software. On the website of Isel i could find version 3.6.
