DXF which is AFAIK unitless In a professional dwg/dxf you would expect the INSUNITS setting to match the drawing units. Having a mismatch would be strange and lead to scaling problems when the dxf/dwg is inserted in a different file, or when another file is inserted in the dxf/dwg itself. Example: ...

I have tried extruding a ShapeString in the Part WB and the PartDesign WB. In both WB's I am able to extrude but not with a taper. Perhaps this is due to the complexity of the curves?

I have read meme2704's answer, but still think it strange that the solid resulting from the sweep operation has these limitations.

Looking at the images I think the OP is looking for grid settings in the view properties of the rectangle.
As chrisb already pointed out: You should go to the 'Grid and snapping' tab of the Draft Preferences

Yorik is on the right track, it is a precision issue. The elements in the DXF have 'huge' coordinates.

Select point to identify coordinates: 
 X=3500611.391  Y=5443575.472  Z=0
If you move everything closer to the origin in a dwg editor the file will import OK.

The issue with the non-perpendicular end faces can be solved by performing a recompute.
