The bottom face of Stairs001 and the top face of a tread of Stairs meet in a single line. You need to avoid that.

3D view has a size of 125mm x 100mm.
The Y size seems to be a default size, the X size depends on the proportions of the 3D view.

Using only Draft_Snap_Grid (Draft_Grid is a page with an incorrect name) can be problematic. If a grid point is 'behind' an intersection of two orthogonal lines it is almost impossible to snap to it.

The problem with the fusion seems related to the position of the seam in the Foot object.

If you rotate the Arm sketch 180° degrees with the Draft_Rotate command, or set the Symetric property of the Foot object to True, the seam will appear on the other side which solves the problem.

...After closing the sketch make sure to change the Solid property of the Foot object to True.

There is another issue:
The smaller spherical face at the top of the Foot object does look right after the fusion.
Changing the 75mm radius in the Wing sketch to 74 mm can solve this.

The Foot is not a solid because the Arm sketch is not a closed wire. You have to add the missing vertical line.

Ah yes. Thanks for pointing that out. Note that the field should not have the focus when you right-click (I found this a bit confusing).

The grid is supplied by the Draft WB. Settings can changed in the preferences, or when you define a new work plane.
