Not sure if this is helpful, but using the min and max functions in expressions you can create a fixed range for a dimensional constraint.
In the attached file the RefDist constraint controls the KeptInRange constraint.
But the length of KeptInRange will always be 100mm<=L<=200mm.

If you have access to an AC trial you can test if saving to a lower version improves the quality of the FC import.
But without an actual DXF it is impossible to diagnose the problem. Why not create a DXF from a 'dummy' SolidWorks file?

The problem is related to the fact that a cylindrical face has a seam. Fillets that consume this seam are not possible. If you change the Angle of FahneLu to -90° and that of FahneLU001 to 90° you should be able to apply the required fillets.

I have had the same, or a similar, issue when installing FreeCAD-0.18.16110.f7dccfa-WIN-x64-installer.exe to upgrade a 0.18 development version. After a couple of failed attempts I used Uninstall-FreeCAD.exe and was able to install successfully on the next attempt.

Just had a look at LibreCAD. It features a Scale command and you can even specify the scale as 1/25.4. Seems like a very easy workaround.
