Is there a way to use Keyboard shortcuts from other workbenches? For example, if I'm in the Draft Workbench and I want to move an item, I use M,V to invoke the MOVE dialog. However, if I'm in the Part Workbench, then this doesn't work and I have to change to the Draft Workbench. This used to work in...

No, I don't consider it a bug.
It's just behaviour that I found useful previously, which appears to have been written out of the latest commits.
