I downloaded the latest (Version: 0.19.18227) and now I can load the sample file. Thanks.

Thanks for the example. When I loaded your file, I don't see anything. Did you have to install a plugin for this? I believe a simple warning message could efficiently solve this issue. It's not really how many options are selected at once but more of "which" selections were selected for the task at hand. Thanks @bejant Your post gave me insight as to why I was not able to accomplish the upgrade. The reason I could not upgrade was due to the fact that I enabled all snap location options on my Draft Snap Location Toolbar. Looks like I inadvertently created a conflict due to my misinterpretation of @Chrisb comment and assumed that Draft wb was supplanted. I take that back.
