Just want to share that the import function in 0.19.3 is malfunctioning.

I have attached pictures of the same file imported in 0.18 VS 0.19.3.
I did the exact same procedure. New file > Import > Selecting step-file > Ok.

I would not use a DXF-file for transfering the geometry from Adobe to FreeCAD. The DXF-capabilties of FreeCAD are limited due to the proprietary file format. You may try to get a PDF from Adobe Illustrator and import it in Inkscape. Then save the geometry as SVG in Inkscape and import this in FreeC...
