Sounds like every complex design I've ever been involved with. :D I agree it would be nice to not have to deal with the topo issue. But, once it is part of the normal decimation thought process of the model before it is started and during tweaks, it actually produces a better model in the long run....

I think the conda package is widely used. It is a mere guess, but perhaps in 4 or 5 weeks we may have a 0.19 stable, perhaps even later. I have seen this before (about a year ago with a very early 0.19 or a nearly stable 0.18) and it was dependent on the image. Some images, usually smaller ones, worked. Gimp seemed to create FreeCAD friendly images. So I would recommend to try with 0.19 first, then try to edit the image, e.g. with g...

You can use Part workbench, but the problems would have been the same, if you have attached sketches to faces. This is normal, because refining changes the topological geometry construct. I enable it automatically for everything in the preferences so every operation is refined thus other operations based on it are already using refined features.
