There is a setting in Preferences (General >> Document) that controls thumbnails. Make sure this is set to your liking. I have just migrated to 0.21.0 from 0.20.2 in Windows 7, so have just had to rearrange all the toolbars... Creating a new document and a simple sketch - and then ticking the Load option for the main workbenches in Preferences > Workbenches - seems to then keep the toolbar layout between sessions.
