Can you just run the Path tests? In the Gui it's called TestPathApp
If this passes try TestFemApp, I get an error in the gui on current master/Win

I've been carrying out some fairly basic but regularly used functions in FreeCAD on both recent builds and haven't got any errors or untoward behavior having deleted the Dlls from the bin folder. So if it's determined that they aren't required could they please be deleted from the build routines? I...

Yes but @bambuko specifically mentioned that he got it working with 0.19 ... I assume 0.19.1 since 0.19.2 was not released till them. 0.19.1 or 0.19.2 shouldn't make a difference (or any 0.20 dev version) You need to install py_slvs python package so FreeCAD can find it.
