No, if you start the installer as user the option exists. NCIS elevates permissions if you choose "Install for all users"

After re-installing I want to more specifically say it appears that the macOS Catalina Security Update Public Beta 2021-007 10.15.7 is causing the problem. Best way is indeed to install GitPython. But you can also install macros manually, see How to install macros. Expand the appropriate section. Since you are admin, you can quickly create a normal user account and play around. Is there a Win user that hasn't installed Notepad++? I think it would be a good test case.
