I think of the hover feature as 'Pre-selection highlighting', It ensures one has the correct element under the cursor before selection.

As to the other issue I think Chrisb's suggestion of constraint-first/element-first is as clear as crystal.

In PD WB you can use the right click context menu to re-order objects in the tree....

In PD WB the last feature is by default the active object, I think this is how the tree is maintained. Try setting the tip to pad before attaching the sketch, it should not then depend on sphere..... You can also move sphere after pocket, right click context menu, not sure if this will resolve the p...

You are using PD WB you may only have contiguous single solids in a body, You need to create another body for each of the internal discs, Or swap to part WB create your disc and then create a draft array.

Make the body you wish the shapebinder to reside in active by double clicking it (it should have a blue background,) then select shapebinder tool, and select reference geometry, close dialogue, the shapebinder will reside in the body but will not be visible if the ref geom is still visible, make ref...

Use a master sketch workflow, you can create the sketch inside or outside of a body and then use carbon copy or shape-binders to bring the geometry to where its required.

Something like a revolve would work in this instance, experienced 3D modelers tend to look at things from a different angle (No pun intended)

Double click the body to make it active.... should work then.
Map sketch to face is for relocating an existing sketch.
