Your use case seems to be none of them. You may be better off with addon Parametric Curve FP.

I wanted to try my proposal, but the solution seems easier than that: I selected bot objects and exported them together. They keep their relative position. I checked with re-importing into FreeCAD and with my slicer (Cura):

(See my reply to Bance, posted here twice by accident because the first attempt seemed to be unsuccessful) I deleted one of them. You could have done this yourself, as long as there was no reply. Both sketches do indeed have the same coordinate system, but one of the two original sketches was moved...

The workaround is to separate the circle and use a negative offset; but it's of course only a workaround.

Be careful with an FDM printed fan, that it doesn't destroy your old car's cooler, which will be even more difficult to print.

You can try to place the placed objects in a compound - which is placed in (0,0,0) and export that.
