Yes, you must avoid the PartDesign WB, and use the Sketcher + Part WB's. You can create a custom toolbar in the Part WB and add the Sketcher tools to it. You will need to do a little extra work. That approach attempts to create two separate non-contiguous objects. That has never been allowed in the PartDesign workbench. Of course...
