For adding the sketch of the hole to the top I prefer to give the sketch in Z direction with an expression the length of the Pad .
The Additive Pipe works but in the menu the right values must be chosen for Corner transmission and orientation mode.

Re: Scale of View in Techdraw accepts only some values
Welcome to the forum.
It is really confusing but the scale must not be made in the View menu but in the Page menu.
If you need a view with a different scale you need to insert a Detail view

Re: Challenges?
The method to do this is simple
- import in Freecad
- Convert in Part wb to Solid
- In Part wb make a Cross section
- In Draft wb convert to sketch
- Open sketch and block a line and an arc
- Dimension the Arc and make dimension 1 mm larger
- Extrude in Part wb and export to STP

Re: Creating a scribble
I will test the method of Roy but my simple solution is to open the SVG file in Inkscape and change it with the fill and stroke function. Now you have created a drawing with the ouitlines. This can be imported in Freecad and changed in Draft wb to a sketch. After a validate this can be Extruded. Iin...

Re: Disconnected plane when extruding sketch from SVG
Welcome to the forum.
The problem is caused by the SVG file and shows also in Inkscape.
The lower tip of the "e" has a tiny extra line as you can see in the enlarged picture. Delete this vertical line and connect the enpoints
