CANT define shortcuts reliably in TOOLS->CUSTOMIZE but
CAN define reliably /to have FC saved set keys/ after typing W and clicking popup SHORTCUTS window /and defining there of course/.

Where the shortucts should be defined to have it reliably working?

As I said above, none of these cause a crash for me. In Win10 x64 button REBAR neither brings any action nor pops up. In LM 18.3 x64 linux clicking REBAR crashes w/out warning. Yorik, maybe you have some customized shortcuts file for ARCH so I could check it on some external data?
Is shortcut def.file possible at all /import/export/ ?

Thats a news ))) :D I mean: ASSIGN key is mostly greyed out/inactive , it takes some magical manipulations with typing a KEY then CLEAR again and again, sometimes ASSIGN activates. Then: often happens, after CUSTOMIZE->CLOSE, they keys are being forgotten or partly forgotten, its hard to describe it...
