Autoconstraints are enabled here, in the preferences and also in the task dialog when opening the sketch. The problem I have is that they don't work nevertheless.
Just toggle it off and on again. This usually fixes that.

Is it possible to use Part sections as basefeature for PD body? For example to cut a body in pieces and then add corresponding connecting features.

This will cut only that shape. What if there was something bigger down the pocket? A big rectangle around the desired shape including all existing geometry is still the best option until somebody decides to implement "common" feature in part design.

As far as I recall external geometries are linked by indices (in order of creation, skipping reference geometry). And if something changes in the original before them they move to the new entity. If index goes out of bounds (you have fewer elements) there probably will be errors.

The issue is that i cannot be as precise as I need to be in reference mode. That is not the point. First your sketch must not be overconstrained. It is not visible from the screenshot and I don't have a PC here to check. Then it must be possible to actually set that value. That is why I suggested y...

Set it to reference mode. Try to move something that will change that angle. Observe the range it could change. Something might prevent it to go up to 10 deg.
