Yet another way is to leave the comfort of PartDesign, and do it with Draft Array + Part CompoundFilter + Part Cut.

Not really. I think it's the easiest to just plug them up with, say, Pad.

Lattice2 add-on can skip instances. Use Polar Array, Array Filter, and Lattice Pattern.
