The "proportionality" restriction has a "side effect" of helping in using (the non implemented) reduced units on sketches.

I think you uploaded the wrong file, it doesn't have the promised 1/4 length and thus flips here as well, It was the file I wanted to send. What length do you get when you change the value of totalLength constraint from 200 mm to 20 mm? (I get 5 mm here) Did you recompute the sketch? The sketch see...

Even if I think there are much important things to fix in FreeCAD, I'd say "why not?". However I'd see something more simple : just a virtual unit (let's call it "uu" as User Unit) that will be a property attached to the document and as such can be set by user to a defined length and used in model....

I'm thinking about it sometimes. Inequality constraint may be possible, but its utility is questionable. If in a fully-constrained sketch we have an inequality constraint, it becomes a redundant/conflicting constraint when it kicks in ("kicks in" = when inequality is violated). As many may have not...
