I can do it in in a sketch under Part Design from skratch.

But I get the same problems as you describe when I try to use your file.

Could you please post your model so that it is posible to recreate this behaveure. If you for any reason can not post your model, you could delete all but one element that rotates ok and one element that rotates wrong.

I am not shure how Shape2DView are supposed to work. But my intuition tels me that its output shuld be "projected to the active work plane".
