I don't think that the issue is in my case related to a config format change from 0.16 to 0.17, because I regularly lose my toolbars when I update from one 0.17 version to another (or even 0.18). Somehow you have turned off your toolbars, The same thing happens to me regularly. I did not find a pattern yet, when this occurs, but most of the time it happens just after installing a new FreeCAD version. The suddenly all toolbars are gone and I have to reenable them.
