Whoa! This discussion has gone completely off the rails. Retract height is a well-defined quantity for *both* G81 and G83. We should not try to redefine G-code to fit some special cases. As noted above the partial retraction during peck drilling is not supported by G83. If that is what is needed the...

I never use the plain zig-zag, but I have no idea what requirements other users might have. :o

It is probably a bit faster to omit the final profile path. Perhaps speed is important.

I think automatic updating of all parameters could be dangerous. I sometimes have multiple operations in the same Job, with some operations having a different start depth. If this automation could be controlled it might be OK. For example, "Do you want to update existing operations? (Y/N)" Otherwise...

I agree this looks like a bug (or at least an unintended consequence) in PathPost.py. It appears that an automatic G0 Z0.00 is added as a result of processing coordinate systems (G54, for example) and/or fixtures. The internal g-code viewer does not show this, as Chrisb noted above. In the case of Report View the Windows standard shortcut CTRL-C is not implemented. However, a right click brings up a context menu with appropriate functions.

This has been the standard practice in FreeCAD for many years.

I also do not see why 0. "does not parse", it is a valid representation of zero. There are many such inconsistencies throughout FreeCAD for lots of historical reasons.
