Once again you have sketched a rectangle, why? Delete it.

Do you remember the reason the sketch in your first post failed? (clue:- blue lines)

Likely I'm thinking of it incorrectly but I wanted to 'sketch' the face first. Likely you are. The model shows the face but the face has not been depicted (accurately drawn). I'm sorry but I absolutely cannot understand your logic, if you are trying to form holes in this model why have you drawn a rectangle?
Is it square holes (with a square thread?)
Just sketch one hole anywhere and pocket it, See if we can get that far.

WRT constraints use the curser to grab various parts of your sketch and try to move them, that'll give you an idea of what needs to be done.
