Nevermind. I think I figured it out. You just link the correct external edge from before the fillet. then just do a coincident constraint.

This is my first attempt at a freecad part so this is probably user error. In the attached file, when I attempt to fillet the 4 corners of the topPad it immediately crashes if I change the radius to 1.5 or larger. I was attempting to make the corners match the bodyPad.
