is it a bug? Have not decided yet what to call it. I feel it is quite hard to tell in FreeCAD sometimes. There are at least some inconsistensies, if those are there for a reason I do not know. 1. I can do it in in a sketch under Part Design from skratch.
But I get the same problems as you describe when I try to use your file.

Could you please post your model so that it is posible to recreate this behaveure. If you for any reason can not post your model, you could delete all but one element that rotates ok and one element that rotates wrong.

I am not shure how Shape2DView are supposed to work. But my intuition tels me that its output shuld be "projected to the active work plane". Instead what i find is that the output is always "projected/put" on the x/y plane at z=0.0. Could someone please test this, confirm so that...

I really don't have a guess who is playing with the file extensions... You might have pasted the file content in to the paste window :D, when you initialy made the gist.
