I can run your test problem
Please check in your FEM preferences that you are pointing to an existing ccx.exe I have see this behaviour before if that file does not exist

They have mesh regions built in for cfmesh which creates hex mesh
A feature I have been missing in FEM The only problem I see for FEM is the Wedge elements
