It flashes for a brief moment here (18.04). It also doesn't remove the redundant constraint, which may be what causes problems later in more complex cases.

That's right. I would prefer the last variant though with coincidences everywhere but removing the equality. If this is to be padded, I like to have things coincident. There is indeed something wrong with solving this sketch. If I drag the center of the arc towards the center of the circle, and create the coincidence, parts of the sketch show as being constrained; but they aren't: The center of the arc can still be moved.
