It appears the STEP export has an issue. I an earlier post I noted some other issues as well. Maybe for your file check the SVG structure in Inkscape. I had duplicated lines and incorrect layer structures. DXF as workaround has worked for me. Export to SVG (DXF seems to have similar issues). I expo...

What is the proper (or the most convenient and robust) way of achieving the goal? This is not directly supported afaik and I think very complex to implement in a generic way. ShapeBinder is a good approach and also boolean subtraction. At the end of is a solution that might help you this thread

If you are on a server without desktop installed you can not use the main FreeCAD application. However, there is a headless version that will run on a server, see the relevant FreeCAD Wiki page
