I would have thought the simplest approach is DeepSOIC's 2nd one - start with a bigger block than needed, then sketch the holes on that and pocket.
Then create a sketch on the face with the holes, to pocket away the bits of the block you don't need....

I'm not sure you could describe me as a proper coder..... Although many years ago I contributed an almost infinitesimally small amount of code to Blender!
But I may have a bit of time to myself during August, and this seems like it might be doable.

Hi All, I noticed that sometimes when I zoom out, I can see lines that should really be invisible, since they are behind another object. I guess that that the calculation determining the order of faces uses rounded numbers to some degree. Is there a setting to make this more accurate? Here's an exam...
