Just for info under A2Plus you are not REQUIRED to have the parts in different files. So if it is not a very complex assembly having them in the same file is perfectly fine.

It does not rotate because you are not dragging a point on the body but the body under the cursor. I added another body linked to the lower edge of the movable cuboid.
