It seems that the seam of the cone mantle makes problems in the projection. I did not got this with old drawing workbench. This was a really good example. Thankyou! I've found the culprit with the dimensions not displaying in their original positions upon restoring the document - a simple one liner.

Very simple question, when is claimChildren actually called on a seperate VP? Is it when the document object is touched?

now do something stupid again..select bottom horizontal edge and vertical dimension ...it works as I would expect in that it gives you a dimension with a value of "0". Noted. Made a check for completely horizontal and vertical lines. the dimension parameter "Rotation" currently ...
