I would suggest making the shorter pad, then array, draw a sketch on the pad (using external geometry to constrain it, and pad it again to make the longer one. OK, I;ll try again. Because polar array works on a single feature. you need to array the rectangular boss, then map the circular boss to a face, then pad, then array that pad. Polar pattern works on a single feature so you need to do it twice.
Also angle is the end angle, not the increment (Quick61 taught me this)
