You are not copying the sketch but the A2Pbody? don't know, don't use it. Try with the actual sketch.

Re: Moving Sketches Between Parts

There are two ways to re-use sketches the way you want to, copy and paste, in which case you should drag and drop the sketch into the body.
The alternative and probably prefered method is to use Sketcher_CarbonCopy.

Re: Length (and other) property changes not working

From Draft_Line :-

The line can be edited by double clicking on the element in the tree view, or by pressing the Draft Edit button. Then you can move the points to a new position.
And

From the same page, Properties section:-

Length: (read-only) specifies the length of the segment.

Re: Impossible export (all blank)

Did you convert your models to drawings first? PDF is a document format.
Try to use TechDraw workbench to convert models to 2d drawings then export.
Or export in step/stl/another 3d format.

Re: Spiral stair problem

I think you are being a little obtuse, this is a users help forum.

Development questions should be directed to the relevant Workbench section, as listed in the index.

And might I suggest you pose your question, whilst following the guidelines laid out in the IMPORTANT link at the top of the page.
