What is the best way to do this for several objects? My preference is to create a master sketch especially if the holes are all on the same plane. I would probably do the same as you suggest if, when you say "import the previous rectangle", you mean Sketcher > carboncopy or external reference, and by "import 3 bodies" you mean assemble the links?

What I was searching for was more some kind of constraint that limits the movement, no matter what the user types in. So the Fillet and Thickness tool work based on solid operations rather than on sketches, what is prone for the notorious topical name problem. Good point. I would have thought that changing a parameter...would change accordingly however the assembly gets completely messed up I have not reviewed your files but it is likely that you have attached LCS's to edges or vertices of features which can get renamed.
