Both the 0.15 Release Version and an even more up to date development snapshot are available

From "My Computer" type %appdata%/FreeCAD
you will see user.cfg and system.cfg in the directory. This is the right one on XP.

Before going to the toolbars tab in customize, go to the macro tab and add the macro. Then the macro will be available in custom toolbars
