It seems you may be confusing the path shown for the tool center with the actual cutting area. No, I actually ran those paths on the machine and the center material is not removed. The entire pocket should be removed regardless of the stepover percentage. The difference due to stepover will show up...

I am struggling to get 100% material removal in pocketing operations. In the 3 images I have 3 step over % values and the paths generated. 100%, 80% and 79% More often than not the path generated will not fully remove the material for a pocket. If i'm not mistaken the OP is questioning how sensible the defaults are. The default step down being equal to the bit diameter will break bits for most users.
