I think the orientation mode you want is 'fixed', I don't think so, because fixed means that the orientation of the section stays always the same. It does seem to matter what order you draw your lines, when you make the profile sketches for the additive loft. It occurred to me that you may be mixing up the block constraint with the diameter constraint. The diameter constraint is under the radius constraint; you have to click on the arrow next to it to select the diameter constraint.

Are you doing a block constraint on the circle, and then trying to do a diameter constraint right after? It doesn't pop up a window because you've used the block constraint, which means it won't move. And since it won't move, if you constrain the diameter afterward, it automatically makes the diamet...
