I'm not sure about official, but Yorik wrote this wiki page a couple of months ago, Translating an external workbench. This is the forum thread, Translating external workbenches announcing it.

I'm also interested in this question and tried to solve it without success. My current tests are documented at https://github.com/FreeCAD/FreeCAD-macr ... -in-macros.
